Use a merge when the documents already look the way you want. Combine a signed cover sheet with a statement of work. Attach appendix PDFs after a proposal. Join scanned receipts into one expense file. If you need to rotate a page or delete a blank sheet, do that in an editor first, then merge the cleaned files here.
The list on the workbench is the table of contents of the result. Put policy documents before forms, and put exhibits after the agreement they support. File names are labels only; they do not change the sequence. If you added files in the wrong order, move them before you click Merge PDF.
PDF Merger does not unlock encrypted files, does not convert Word or images to PDF, and does not compress the result. Those extra steps belong in other tools. Keeping this site focused makes the merge path faster and easier to trust.
